Music Download sites?

I am just garnering people's opinion on what website is best for downloading music. My brother wants me to burn a CD as part of a surprise anniversary gift for his wife. What site is the best to download a list of songs, then copying it to a CD. And, pardon my ignorance, are pay sites "cleaner" than free sites (cleaner - no bugs/malware)?
