Prices on utilities?

My bf wants to move in to a basement apartment that is fixed up into a okay size 2 bedroom (1 okay size, 1 small) with kitchen, small living room, and a big bathroom in Franklin, NJ. The price that the landlord is asking for is $700 including utilities. My boyfriend thinks it's a horrible price. He won't be home alot. He will be cooking in the microwave almost every nigh and cooking on an electric or propane stove on the other nights. He'll be using the heat in the winter and claims he won't use heat or air conditioner at all in summer. He also has to use water for food and drink mix (because he's like a diabetic). He also claims he's "never gonna be there". He says when he's not hanging out, he'll have his friends at the house. He also has a job right down the street so it's convienent. There is a jakuzee (sp) that belongs to us (we rent the top part and yard). My dad already agreed to let him use it, but he has to ask first. I think he's being ridiculous. Please help.
