Where can I extract a .rar file for free?

I have Windows XP, so I can't open the .rar file I have. Is there a website where I can get freeware that will extract it? I've tried some (such as a href="http://www.izarc.org/)" rel="nofollow"http://www.izarc.org/)/a but it doesn't work.
