Why is San Francisco the most liberal city in North America?

On a political litmus test, I would say that San Francisco is close to Europe's vision of a liberal paradise. All of the people in power there are either conservative progressive, liberal progressive, socialist or straight up communist. San Francisco is the only city that I know of that celebrates both Ceasar Chavez Day and Harvey Milk Day as day off school-wide holidays.
