2 yr old chihuahua sick - fever/cough. HELP!!?

Okay he's a long haired chihuahua and he's two. He weighs about 7 lbs. I took him to the vet about two months ago and dropped about $1500 to find out he was internally bleeding. Long story short he stayed for a few days until he got better. But today I got home from work and realized he was just laying down so I took his temp and it wad 102.9 as the night went on he had a more and more difficult congested cough like something is plugging his nose and stuck in his throat and when he goes to like throw up from breathing heavy nothing comes up he's just gagging. I just took his temp and it's 103.2. Obviously my vet isn't open I do have an ER vet but I can't afford it right now so I need any advice anyone can give me please!!!
