Is it true that moth will deter animals from defecating where they shouldn't?

some one walks their big dog, that they feed cheap food to,thoughout our neighborhood just letting the dog eliminate where ever it wants to. needless to say,the owner does not clean up after their dog. any good ideas on how to prevent this from happening on my property? the person is really sneaky-walks the dog when it's dark outside. we're dying to find out where they live!!
